If Ali didnt had a big mouth and charisma, would most people rank him lower in their P4p list?

Most people say he is either no.1 or no.2. But I think it's mainly because of his controversial lifestyle especially when he stood out against the Vietnam War and how he thrash talked his opponents. If he was a humble guy like Joe Louis or Rocky Marciano, would he be ranked lower than Harry Greb or Henry Arnstrong?
